VIP players can send a private message to another player.
They simply need to open the profile of the player they want to send the message to and click on the envelope icon at the bottom right of the panel (see the red arrow in the following image):
FREE players can reply with private messages to VIPs who have written to them but cannot first send private messages to other players.
